Each state runs its own program through a Fish and Wildlife (or equivalent) agency, which sells licenses online, at sporting goods retailers, and at many tackle shops. Resident annual licenses in 2026 range from $5.00 in Hawaii to $64.54 in California; non-resident licenses are typically 2-5x the resident rate. Anglers under 16 are usually exempt, seniors over 65 often qualify for free or discounted licenses, and most states offer 1-3 free fishing days each year.
