Who needs a New York fishing license?

Most adult anglers need a license to fish in New York. Several groups are exempt or pay a reduced fee:

Youth
Children under 16 do not need a license. A license is required at 16 and older; children 15 and younger fish free. New York does NOT charge for a marine/saltwater license — instead the free annual Recreational Marine Fishing Registry is required for marine district waters and Hudson River migratory species.
Seniors (70+)
$5 reduced-fee annual license for NY residents 70 and older — a reduced fee, NOT free. New York also offers a reduced-fee lifetime license for seniors.
Anglers with disabilities
A free fishing license is issued only to NY residents who are legally blind (a current-year physician's statement plus proof of NYS residency required). New York publishes no general "disabled" fishing-license discount beyond the legally-blind free license and the veteran provisions below.

Under the NYS Patriot Plan: resident veterans with a 40% or greater service-connected disability pay $5 for their first hunting/fishing/trapping license of the calendar year, with any additional same-year licenses free.
